An application was received on May 29, 2019 from Black Seal Properties requesting an amendment to the Municipal Planning Strategy to create the ability to negotiate height and design elements by development agreement.
Black Seal Properties would like to build a new building with ground floor commercial, covered parking and residential on the upper levels at 527/535 King Street. These lots are currently vacant, having been destroyed by fire in October 2017. The current policies in the Historic Downtown Commercial (C1) Zone, do not permit new development higher than three storeys except on corner properties. Black Seal Properties would like a policy change to enable Council to consider four storeys by development agreement.
Black Seal Properties is looking at redevelopment opportunities for the property at 641 King Street, again with ground floor commercial, covered parking and residential on the upper floors. Black Seal Properties would like a policy change to enable Council to consider proposals that meet the Town’s objectives to enhance and protect King Street’s unique built form, pedestrian-friendly character and aesthetically pleasing streetscape but do not meet the Urban Design Requirements.
